To start a forex brokerage in the UAE you choose a regulatory route — the Capital Market Authority (CMA, formerly the SCA) for onshore activity, the DFSA in the DIFC, the FSRA in ADGM, or VARA for virtual assets in Dubai — set up a company with local substance, obtain the licence, and launch on technology such as an MT5 white label with liquidity, CRM, payments and risk tools.
1. Choose your regulatory route
- CMA (formerly SCA) — onshore UAE securities and commodities activity. The Securities and Commodities Authority was renamed the Capital Market Authority under the 2025 federal decree laws.
- DFSA — firms in the Dubai International Financial Centre.
- FSRA — firms in Abu Dhabi Global Market.
- VARA — virtual-asset activities in Dubai.
Each has its own capital, staffing and conduct requirements. Take advice from UAE-qualified lawyers.
2. Company setup and substance
Regulators expect real presence: office, qualified staff and governance. Banking relationships should be started early.
3. Technology
- MT5 white label or multi-platform setup.
- Multi-asset liquidity and crypto liquidity.
- CRM with Arabic client portal and branded apps.
- Risk management and swap-free accounts for regional clients.
4. Payments
Cards, Apple Pay, local bank transfers and stablecoin methods are popular. See payments & KYC.
5. Launch
Technology can be prepared in parallel with licensing so you launch as soon as approval is granted. Learn more on our Dubai & UAE page.
